This seventh edition covers events in 2019. Because this year marks the end of a decade, the first chapter summarizes a series of discussions International IDEA held with international experts and scholars throughout the year on the evolution of constitution-building over the past 10 years. The edition also includes chapters on challenges with sustaining constitutional pacts in Guinea and Zimbabwe; public participation in constitutional reform processes in The Gambia and Mongolia; constitutional change and subnational governance arrangements in Tobago and the Autonomous Region of Bangsamoro; the complexities of federal systems and negotiations on federal state structures in Myanmar and South Sudan; and the drawing (and redrawing) of the federal map in South Sudan and India.
Writing at the mid-way point between the instant reactions of the blogosphere and academic analyses that follow several years later, the authors provide accounts of ongoing political transitions, the major constitutional issues they give rise to, and the implications of these processes for democracy, the rule of law and peace.
Adem Abebe is the editor of ConstitutionNet, part of International IDEA’s Constitution-Building Processes Programme. He is a member of the Executive Committee of the African Network of Constitutional Lawyers, a member of the editorial board of the Ethiopian Journal of Human Rights, editor of the African Journal of Comparative Constitutional Law and Extraordinary Lecturer at the Centre for Human Rights at the University of Pretoria in South Africa.
Sumit Bisarya is the Constitutions Advisor at the United Nations Department of Peacebuilding and Political Affairs. He formerly headed International IDEA’s Constitution-Building Processes Programme. At International IDEA, he oversaw global knowledge production in the field of constitution-building processes and constitutional design, as well as the provision of technical assistance to national constitution-building processes in a range of contexts around the world. Previously, he managed field operations for the International Development Law Organization. He has a BSc in Neuroscience from Brown University and a Juris Doctor from Columbia Law School.
W. Elliot Bulmer is a Lecturer in Politics at the University of Dundee. He previously served as a Senior Programme Officer with International IDEA’s Constitution-Building Processes Programme and was the editor of International IDEA’s Constitution-Building Primer series from 2013 to 2020. He specializes in comparative approaches to constitutional and institutional design and has provided technical assistance and capacity building in support of constitutional change processes around the world, with recent projects on Afghanistan, Myanmar, Ukraine and Tuvalu.
Erin Colleen Houlihan is a Programme Officer with International IDEA’s Constitution-Building Programme. She advises on constitution-building in a range of contexts around the world, develops comparative knowledge products, and manages tools and databases related to both constitution-building processes and constitutional design. She has previously served in a variety of senior leadership and technical advising roles with country-based rule of law, human rights and good governance assistance programmes, primarily in conflict-affected states. She holds a Juris Doctor and an MA in Foreign Affairs from the University of Virginia and an MA in Special Education from Loyola Marymount University.
Thibaut Noel is an Associate Programme Officer with International IDEA’s Constitution-Building Programme. He conducts research on comparative constitutional design to support stakeholders involved in constitution-building processes in Myanmar and other countries. Prior to joining International IDEA in 2020, he worked with several national and international organizations on constitution-building and electoral assistance programmes in Asia, and on conflict prevention initiatives in West Africa
