About the author
He graduated in Law from the Faculty of Law of the University of Lisbon in 1974 and is a graduate of the National Defence Institute in Lisbon, Portugal (1990). Dedicated to his academic career, in 1980 he became a researcher at the Foreign Relations Observatory of the Autonomous University of Lisbon.
