About the author

Gerald Young is a senior management associate with the ICMA Center for Performance Measurement™. He has been with ICMA since 1998. He also served for eight years in local government with the cities of Loma Linda and Chula Vista, California. He earned a master’s in Public Administration from the University of Kansas, and bachelor’s degrees in mathematics/computer science and political science from Loyola University Chicago. He and his family live in Granville, Ohio.
