मुहावरे में प्रधान है उसका लाक्षणिक अर्थ जिसका गठन अपरिवर्तनीय रहता है। गठन में परिवर्तन होते ही उसका लाक्षणिक अर्थ बेमजा हो जाता है। ‘कमर टूटना’ को न ‘कटि भंग’ कर सकते हैं; न ‘कटि टूटना’। मुहावरे अधिकतर शारीरिक अंगों व चेष्टाओं; सामाजिक-राजनैतिक कथनों व घटनाओं पर आधारित होते हैं। मुहावरे में क्रियापद रहता है; जैसे—अंगूठा दिखाना; आँख दिखाना; अपना उल्लू सीधा करना आदि। हिंदी के मुहावरे तद्भव शब्दों पर आधारित हैं : हस्त; अक्षि; कर्ण; नासिका के स्थान पर मुहावरों में हाथ; आँख; कान; नाक का ही प्रयोग होगा और यही मुहावरेदानी हिंदी-उर्दू के परस्पर बाँधे हुए है।
लोक में प्रचलित उक्ति ही ‘लोकेक्ति’ है; जो किसी देश या काल से बँधी नहीं होती। वह तो सार्वकालिक व सार्वदेशिक है। लोकोक्तियाँ मानवीय अनुभवों के आधार पर बनती हैं। लोकोक्ति में संक्षिप्तता; सारगार्भिता; विदग्धता आदि गुण भरपूर होते हैं।
