In dieser Untersuchung zeichnet von Beyme systematisch die historische Entwicklung des parlamentarischen Systems seit der französischen Revolution nach. Was im 19. Jahrhundert "Demokratisierung" genannt wird, ist - so die These des Buches - allenfalls Parlamentarisierung. Die Demokratisierung setzte umfassend erst um 1918 ein und hat schon konsolidierte parlamentarische Systeme in eine schwere Krise gestürzt. Erst in der zweiten (1945ff), in der dritten (1970er Jahre in Südeuropa) und in der vierten Welle der Demokratisierung (1989ff) in Osteuropa kam es zu einer erneuten Konsolidierung des parlamentarischen Systems. Das Buch präsentiert diese verschiedenen Phasen und die damit verbundenen Regierungssysteme.
