Durch sie wird definiert, welches Wissen, welche Fähigkeiten und welche Werte in den Schulunterricht transportiert werden. Zur Festlegung des Wissenskorpus hat der Staat Approbationsverfahren definiert und mit deren Durchführung bestimmte Akteure aus Schule, Politik und Gesellschaft beauftragt.
