Oikeussektorin pohjoismaista yhteistyötä johtavat Pohjoismaiden oikeusministerit. Yhteistyö perustuu Helsingin sopimuksen periaatteisiin, pohjoismaisen yhteistyön yleisperiaatteisiin ja kulloinkin voimassa olevaan yhteistyöohjelmaan. Strategiset painopistealueet Pohjoismaiden oikeusministereiden yhteistyössä vuosina 2023–2024 ovat oikeusvarmuuden toteutuminen, Pohjoismaiden lainsäädännön yhdenmukaisuus ja pohjoismainen hyöty. Yhteistyössä keskitytään myös erityisesti rikollisuuden ja terrorismin torjuntaan niiden rajat ylittävän luonteen vuoksi.
