The book features contributions carefully collected and selected over several years, including chapters by former Governors George Bush of Texas and Tommy Thompson of Wisconsin and Mayors Giuliani and Daley of New York and Chicago respectively.

Paul Andrisani is director of the Center for Labor and Human Resource Studies and codirector of the Privatization Research Center at Temple University, where he is also professor of management in the School of Business and Management.
Simon Hakim is professor of economics and codirector of the Privatization Research Center at Temple University.
