Durant 35 ans, la France a disposé de deux porte-avions assurant une permanence à la mer d'un groupe aérien embarqué complet. Depuis 1997, notre pays n'a, en service, qu'un seul porte-avions : le " Foch ", jusqu'à la fin 2000 puis, au-delà, le porte-avions nucléaire " Charles de Gaulle ". Cette situation ne permet de disposer d'un groupe opérationnel qu'au maximum deux tiers du temps. Se trouve donc posée - pour la permanence et la cohérence du groupe aéronaval - la question de la construction d'un second porte-avions.
