Passionate about linking theory with practice, Ruaa focuses on enhancing decision-making and improving project outcomes. Dr. Hamza Mohamed Abubaker Alkhazmi is an Assistant Professor in the Department of Architecture and Urban Planning at Elmergib University’s Faculty of Engineering, Alqarabulli, Libya. He holds a Bachelor’s (1999–2000) and Master’s (2006) in Architecture and Urban Planning from Elmergib University, and a PhD in Architectural Design Engineering from Okan University, Istanbul. His career spans academia and practice, including roles as supervisor engineer at Bani Waleed Municipality (2001–2006), associate lecturer at the University of Bani Waleed (2006–2010), lecturer at Elmergib University (2007–2012), and head of design at Aljamal Company (2018–2020). He has overseen and designed numerous projects across Libya, blending practical expertise with academic rigor. A bilingual scholar publishing in English and Arabic, his research focuses on architectural design, urban planning, and construction management. Dedicated to sustainable urban development, Dr. Alkhazmi contributes to Libya’s post-conflict reconstruction by promoting innovation, quality, and efficiency in architectural and planning practices.
