Knowledge System Development: Insights from Indonesia and International Applications illustrates how knowledge systems work in the evidence-based policy making process and the dynamics of different actors in the ecosystem. Applying the Knowledge System Model 2.0 in Indonesia and in selected international case studies, it explores key issues and dynamics in the knowledge-to-policy process in Indonesia and offers important insights for application in other country contexts. Written from the unique vantage point of knowledge system actors themselves in cooperation with development practitioners and researchers, the book captures efforts to clarify the roles of different actors in the knowledge system and how they interacted to influence policy. When the actors and institutions in the knowledge system interact and challenge each other to articulate and commit to a shared purpose, it is easier to navigate the inherent tensions between technical solutions and political objectives to advance the reform agenda. Intermediaries in the knowledge system can play an important role in facilitating the interactions between these actors and institutions.

About the author

Jana C. Hertz is Director for the Governance Center at RTI International. During the development of this book she was the Team Leader for the Australia-Indonesia Partnership for Pro-Poor Policy: Te Knowledge Sector Initiative, a partnership between the Australian Government and the Government of Indonesia focused on promoting evidence-based policy in Indonesia. Previously Ms. Hertz was the Senior Policy and Governance Manager at RTI International where she managed a large governance portfolio and provided strategic direction on governance and civic engagement. She also served as Deputy Chief of Party for the USAID Kinerja public service delivery program in Indonesia and Deputy Program Manager for the World Bank’s Decentralization Support Facility, where she managed the development and implementation of complex programs with the Ministry of Home Afairs, National Development Planning Agency, Ministry of Finance, and a range of multilateral and bilateral development partners. She has over 20 years of experience working in Indonesia on knowledge-to-policy, public service delivery, social accountability, civil society strengthening, and decentralization. She co-edited the book Governance and Service Delivery: The Practical Application of Social Accountability Across Sectors and co-authored the policy brief Knowledge Systems: Evidence to Policy Concepts in Practice for RTI Press. She holds a master’s degree in international communication/international relations from American University, School of International Service, and a bachelor of arts in liberal arts from St. Olaf College. 

Primatia Romana Wulandari is a development professional who is passionate about ensuring development programs generate and use evidence to improve their efectiveness. During the development of this book, she was a Program Lead at the Australia–Indonesia Partnership for Pro-Poor Policy: Te Knowledge Sector Initiative. She managed the program’s work on knowledge management, media engagement, communications, and knowledge exchange, focusing on raising awareness, promoting debate, and mobilizing broader support for change in the knowledge sector. Before joining the Knowledge Sector Initiative, she pursued her PhD at the School of Social and Political Science at the University of Melbourne focused on policy learning and bureaucratic reform. She also holds a master of arts in management and development, with specialization in social inclusion and gender, from Van Hall Larenstein-Wageningen University, the Netherlands. She has worked for over 15 years on disaster management, maternal health, poverty reduction, gender empowerment, governance and bureaucratic reform, providing support in program design, strategic planning, change management, and monitoring and evaluation. She has worked with various development programs funded by the Australian DFAT, USAID, and DFID. 

Budiati Prasetiamartati is a Policy Engagement Specialist at the Australia-Indonesia Centre (AIC) under the Partnership for AustraliaIndonesia Research (PAIR) program. During the development of this book she was a program lead at the Australia-Indonesia Partnership for Pro-Poor Policy: Te Knowledge Sector Initiative. She managed the program’s work on the enabling environment, which, through multistakeholder working groups, focuses on strengthening evidence-informed policymaking through legislative and regulatory reforms in the Indonesian knowledge sector. Before joining the Knowledge Sector Initiative, she managed programs in decentralization and local governance for the United Nations Development Programme in Indonesia. She has worked for over 20 years on governance and governance reform, environmental policy reforms, development planning and program management with multilateral and bilateral organizations, nongovernmental organization, governments, and research institutions. She has an undergraduate degree in urban and regional planning from Bandung Institute of Technology, a master of arts in development studies with specialization in public policy and administration from the Institute of Social Studies in the Netherlands, and a PhD in coastal and marine resources Management from Bogor Agricultural University
