Die schwierigste Phase in der Entwicklung des Themas war während der 2. Weltkriege. Die Diplomatie setzte sich jedoch durch und das Wachstum setzte sich fort. Die Ära der Globalisierung verwickelte die Diplomatie weiter und die komplexe Struktur entwickelt sich rasant, da die Länder neue Methoden für diplomatische Beziehungen vorbereiten.
