  Who is responsible for chemical, biological or nuclear toxins being released in the environment wreaking havoc of Fukushima Nuclear waste pouring into the ocean,  oil spills in the gulf,  detergents used in the gulf to clean up the oil spills or the pesticides, hormones, and antibodies used in agriculture?   Where is the proper waste management?
